This study has been badly misreported. The actual result is: while heroin and cocaine are more dangerous to each individual user, at the societal level, due to the ubiquity of use, there is more damage done by alcohol as a whole.
I know that alcohol seems to be more pervasive and acceptable. It is pushed hugely everywhere. And it is a sneaky thing, as I am sure that you know. The progressive disease affects those who use it and those who are around it.

Who am I to disagree? I'm an alcoholic who's never tried heroin or crack. Yet.
